What will happen if i change my automatic ipv4 settings in windows to a specific ip? Suppose to my switch 15 connections and give specific ip to each or automatic ip ??

You can if you want to but it will have no effect on network speed. Setting the ip manually is sometime used for security or it would be used to setup some common function like a file server or a printer where you do not want the ip to change all the time
