No signal to monitor. Card, PSU, monitor all work

Hi everybody, I know this is a common problem, but I've tried the solutions in similar threads and couldn't get a solution. So here is my situation
The computer is a Acer ATC-780A-UR11
Windows 10 64 bit.
The graphics card is a Sapphire Radeon 7770 HD

The graphics card works in my other computer.
The power supply isn't the problem because I've tried using the power supply from my other computer.
The monitor and hdmi cable are from the other computer as well.
So all of the parts are working individually.

The problem is that whenever the graphics card is in the slot I won't get a signal to the monitor using either the hdmi port on the card or the onboard port. The card is getting power, the fan is spinning. The computer boots, I can hear the beeps and reset if I hit the buttons to get into the boot menu and exit, I just can't see anything.

Things I've tried. I've tried turning off secure boot, disabling the onboard graphics through device manage, installing the graphics card drivers. I'm stumped here. Please help.

Start your computer in safe mode. You may have to boot using you install USB.

I suggest you to restart the computer in safe mode with networking:
1. Boot from your Windows 10 installation Media
2. Select your language preferences, and click on Next
3. Click on Repair your computer at the bottom
4. Click on Troubleshoot
5. Click on Advanced options
6. Click on Startup Settings
7. Click on Restart
8. Select Safe mode with Networking

If you could boot in safe mode without any issue then try to remove old video drivers. Then when the system start install the new drivers. If its still black screen try repeating the steps but this time try install the new AMD drivers.

In bios try turn off fast boot or Fast Startup.

Is there any bios settings for PCI GFX? If your using the 300W from the Acer it isn't enough for the HD 7770. If it was enough in the other system then you may be running lower power draw parts. Check your 4 pin CPU power plug and try reseating the card by pulling out then back in to get the PCIE slot better connection.

I'm using a 650w power supply. It should be more than enough. The 600w power supply in the other computer doesn't work either. It's not the power supply. The only thing I could find in BIOS was power on THROUGH pcie. I tried enabling it. That hadn't worked either. And I've tried reseating it between all of these.

Hadn't tried that yet. Set it to 800x600 and tried it. Still no signal.



 
You have an on board Intel graphics controller as well as an add on graphics card, windows may think you have one more monitor connected than you actually have. so when windows loads its outputting the video signal to a bogus monitor.

How to fix this:

first wait long enough so the mouse cursor to appear when you move the mouse. (blank screen with a white mouse cursor)

Then press the space-bar and enter your login password or pin (yes your doing this blind)

You should now be logged into windows
if the desktop dose not appear after 30 seconds then press Win+P keys, down arrow keys twice, and enter to extend display.

I'll try that. I don't have a password for windows. So it should take me straight into windows. I've tried letting it wait before and nothing came up. So I'm assuming I have to do all of this blind.
