FX 8350 caps out at 35%

I have no idea what is causing this. BIOS settings should be all good as far as i can tell.

What kind of motherboard? Some of them have a switch labeled "slow mode". This puts them in a safe boot mode for overclocking.

i have an msi 970 and yes i do see a switch called slow mode. ill try it out!
