I press F12, I get to the boot menu, and I use USB boot, but it just says"Reboot or Select Proper Boot Device or Insert Boot Media in selected Boot device and press a key."
I have no HDD/SSD, LAN, or ODD.
I have a SanDisk Cruzer Blade 1.27, and this is on my Toshiba Satellite c55-b5201, windows 7.

assuming the reason why you listed window 7 is that you tried to boot into the usb drive and install window 7 thats not possible since you have no ssd/hdd. you want to use the usb like a hhd/ssd thats also not possible unless you use something like ubuntu or linux,

when you say i think it might be bootable, did you make the usb bootable yourself? or did you receive it? whats inside the usb? just a ISO file? or something alog the linds of few folders and some exe files
