True enough, the 860K is the best you can do.
The real consideration is that the cores are slow, similar to the FX cores and you have no upgrade path if you are a gamer.
If you are a gamer, build with skylake and a lga1151 motherboard.
For gaming what is a cheap intel mobo and quad core proccesor,
Cheapest new Intel atm is Skylake LGA 1151 i3-6100 + H110 mobo. The i3 is dual-core, but it has hyper-threading which is 4 logical processing cores/threads and is much better than any AMD quad-core and older Intel quad-cores.
Cheapest used Intel quad-core that is still good enough for gaming is Sandy Bridge LGA 1155 i5-2500 or Ivy Bridge i5-3570 + LGA 1155 mobo.
Though new CPUs are coming out early 2017 from AMD and Intel. You might want to wait until after that if you can, though it will require new DDR4 RAM + CPU + Mobo.
