my gpu is not using 100% power

my gpu is not using 100% power and that results in low gpu usage thus getting low fps. i can tell that is in the pcie x16 slot and in gen3 mode.

Here are my specs:
Intel i5 6600k
Gigabyte z170 gaming k
16gb ddr4 ram
msi gtx 970 oc'ed
ocz stealthxstream 600w
win10

im too lazy to check, but i know that the cpu temperature is fine, and gpu usage is between 30% and 80% in games like bf1, gta 5, bf4 and the isle. but in ARK its around 90% most of the time

This is not a power issue, your gpu will only use 100% power if it actually needs it. I would recommend using something like HW Monitor purely to get an idea for the temperature just in case it is thermal throttling.

Sounds like it may have been a driver issue then. One of my friends updated his driver recently, they were ten months out of date, and he seemed to have had a performance boost.
