My friend is building a pc and has a budget of $700 and this is the build I have come up with. Im questionable about the motherboard and case, are the alright?

It's cool. I'd suggest 2x4GB RAM. It's faster.
If I was going with 1x8GB, I'd go with a H110 motherboard, to save on price.
Also, you should get the 8GB RX480, or the 6GB 1060, I think 1060 could be better, because of lower power consumption.
