Time to upgrade - 4790k or new mobo and 6700k?

Currently I have the following configuration:
CPU: i5-4570 with Cooler Master Hyper TX3 Evo
MB: Gigabyte Z87-HD3
RAM: Kingston 2x4 DDRIII 1600
GPU: Asus GTX980 4GB Strix
PSU: Seasonic SS-620GB Bronze
HDD: 1 TB WD Black
SSD: 850 Evo 500GB

It is time to upgrade, but budget is tight, so I cannot replace everything necessary. I am gaming at 1080p still, but it is starting do struggle a bit with games, especially with massive online battles.
I plan on waiting for GTX 1080's prices to drop and replace the GPU in the sping/summer. Please correct me if this is a bad idea and the GPU is my problem now.

I will be upping the RAM to 16GB.

The question is whether to buy an i7-4790k and hold onto my current mobo, or go for the 6700k with a 1151 mobo. From my research it seems the 6700k is not that better than the 4790k, but I cannot determine when is the right time for a future-proof processor. Should I invest in 4790k, save a bit of money and skip the 6700k for some future new model?

What games are you running that you're having issues with? of course some games will benefit from the I7 and the ram but tbh the difference in the 4790k and the 6700k IMO isnt worth the money difference for changing to ddr4, a friend of mine has an identical rig to me including exact same 1080, apart from he has a 6700k and ddr4 2400mhz and im running a 4790k and ddr3 1866mhz he scores like 100-200 more than me on things like fire strike and CPUZ he barley scores any higher than me. In games he sometimes sees no benefit at all, since alot of games are GPU heavy anyways. For me i feel like the upgrade isnt worth the money at all for a few extra frames and little higher scores.
If you go with the 6700K, not only will you need a new MB, but ram as well. In gaming, IDK that an I7 is that much better than an I5, at least with current games. You have to decide if the cost to upgrade is worth it to you. Only you can determine that.

Yeah, I have factored the cost of DDR4, forgot to add that. But are you saying that moving to an i7 from my current i5 4570 is not going to solve my issues - fps drops under 30.

You won't see a very large improvement whatever you do, your current system is pretty strong already.
If you can get one the i7 4790K is probably a fairly good idea, it's not far off the current Skylake parts and you won't need to get another motherboard along with it. The extra threads may help but most online games don't really take advantage of Hyperthreading so the largest improvement is likely to be through overclocking.
From experience I know Haswell likes fast memory, as with the CPU upgrade, it won't be a night and day change but moving up to DDR3 2400 will help, particularly with minimum frame rates.
Don't think anything is 'future proof', my i7 6700 was obsolete the day I bought it, and don't even go there about my R9 Nano! ;) Point is there's no such thing as 'future proof', you can only get the best parts, at the best prices, on the day, but moving up to a GTX 1070/1080 later on won't hurt, just be aware that massive online battles demand a FAST CPU, the higher the clockspeed the better, and Intel Quads perform much the same here, Hyperthreading or not.
With demand still high, don't expect prices of the GTX10XX to drop any time soon, just keep an eye out for 'specials' on the run up to Christmas.

Future proof was not a good term, I guess. I meant that it seems to me 6700k did not improve much from the 4790k, so it is probably a better idea to save on mobo, and wait for something else.

Maybe the question comes down to whether I buy a 1080 now and stay with the i5 4570, or get the i7 now and stick with the 980 for 5-6 months more?

Any recommendation for the 2400 RAM?

You'll most likley see more of a difference with going to a 1080 than an I7 since games usally rely on GPU apart from a few titles such as Watch Dogs 2 and GTA V games like witcher 3 eat gpus alive rather than CPU...
