Gpu usage low for certain games.

Me and my friend have the same pc because I built them both,(besides his mobo) and he runs any game fine. One example was gta 5 with high settings. He ran it fine with like 100 fps and I ran it with around 30-40. I figured out that this was occuring because my gpu usage in this game and a few others was around 30 percent. Even when I changed the settings it auto changed the gpu usage to fit that range. He used drivers from the cds that came from the parts and I used online drivers for the gpu and mobo.
Games that this occurs:
1. Ark
2. Gta 5
3. Planetside 2
4. Overwatch

Games that this does not occur:
1. CS:GO
2. Garry's Mod
3. Paladins
4. Rocket League
5. Smite
6. Team Fortress 2

Parts

Cpu: amd x4 860k
Gpu: zotac gtx 950(one fan)
Mobo: Gigabyte GA-F2A68HM-H
regular 1 terabyte hdd

I hope I find a solution soon because this has been bugging me for a while.
 
I confess I'm somewhat sceptical about the claim of 100fps in GTAV; 30-40fps is probably what I would expect at 1080p.

As you built both PCs, you're saying both have identical components. But what monitors are you each using? And at what resolutions? Different resolutions can account for some larger fps differences.

Then there's the actual drivers being used. Have the same drivers to eliminate that as a source of difference between the systems.

I would also check your PC for what may be running in the background. Some games I have are very sensitive to, for example, an open browser on the desktop; but runs smoothly if the browser is minimised.

I asked him about the fps and he tested it. It was around 60-70 fps mostly even when driving fast at high settings. Here's a vid with very high graphics: https://www.youtube.com/watch?v=aTj4hZFpfrg

I actually went to his house today and he gave me a usb with all the disc drivers transfered over and I installed them all. my moniter is 1080p with 60hz and his is the same but a different monitor. I ran gta and planetside with nothing but my antivirus and a few other programs that didn't use more than 10% of my cpu, gpu, or ram. It still did the same thing.

Was thinking vsync before looking at the clip...

What about the settings in the nVidia control panel? There are separate settings for vsync there separate to the game's. I had to tinker with it to get a couple of games to work 'properly'.

That's pretty much all I can think of.

I already disabled that and I found something interesting. I dusted out my pc today and before I did games were running pretty bad with around 30-40 percent usage. After I dusted it I got a boost, but not what I expected. The usage rised to about 50-60 percent and then the game ran better at around 40-45 fps. What I'm thinking is that it has to do with preventing overheating, but at no time has my rig overheated. Maybe because of the one fan on my gpu this occurs, but I dont know.

Ah...

Well, dust build up will effect the cooling of the components. So if a component runs too hot then it should, under normal circumstances, throttle to prevent actual damage. Even if it doesn't get to that point, the cooler the better.

Regular dusting is advisable even though it does seem like a chore at times.

I found out that when I underclocked my cpu back to 3.7 ghz like stock there was no difference besides the vram from my gpu changing. my temps at 4.2 ghz are around 60-70c. I also followed this video's instructions to push the gpu but with everything at max the gpu goes up but the fps is the same. I might also add that I can't find a power limit slider is msi afterburner with my gtx 950, I already checked the settings for it and I'm on the default skin.(edit) I did find the power limit and maxed it. there was no difference.

I have just ran 3 different malware scans, and bitdefender and they found about 8 threats but they had no effect on the gpu usage problem. I've decided to do a fresh install of windows 10 and only install the disc drivers, as that is what my friend did. He also didn't download geforce experience or any of that and he hasn't updated any drivers. I'll update this post when I am finished and will state the results.

I really hope this works as this is my last resort! :)

The installation of windows 10 had no difference so that's out the window :l. My thought now is that the VRMs of my mobo is causing the problem. If getting a new motherboard doesn't fix it my EVGA 400w PSU might be the problem.
 
Is there a way for you to check the motherboard temperatures? My worry is you're using money to replace parts which may not be the source of the problem.

I would use something like HWMonitor to look at the reported voltage of the PSU to get a rough idea of whether it's functioning the way it should. Won't be the same as testing it electrically, but it's a start.
