Do I need to replace my CPU and what should I replace it with?

Well I recently purchased a used rig from someone, and everything seems to work fine. With the exception of it randomly freezing. I installed advance system care to check what was going on, and it seems the CPU would constantly hit 100% when for example watching a youtube video and updating Warframe.

So I'm thinking the CPU needs to be replaced on the rig, but I'm not entirely sure of that statement.

Depends entirely on the computer specifications.

What processor is installed?
What motherboard (make and model #) is installed?
How much RAM is installed and what speed?
Is there a discrete graphics card installed? If so, what make and model number?
What is the make and model number of the power supply?

Just updated the computer to windows 10 last night.

1. Intel(R) Core(TM)2 Quad CPU @ 2.4 GHz (4 CPUs), ~2.4GHz
2. Asus P5NE SLI (Diag show model as psX400)
3. 8g of RAM
4. A Nvidia Geforce GTS 8800 is installed not sure if that is discreet.\
5. Not completely sure on the PSU, but it is 650w.

Well. It seems as if it is dying because honestly a Quad Core Proccessor shouldn't be maxing on nothing, but youtube and updating a game. So I'd have to replace it anyway. Thank you for your help.

EDIT: Seems I found one for 60 USD as well.
