I have recently been having a problem which is causing all my games to run at 7 fps like its capped. The only game which I can play is csgo which runs happily at 150-200fps. I should mention csgo picked up on something which is limiting fps on my computer but didn't tell me what it was or how to fix it and I haven't found anything online. I'm using Windows 10 and my specs are:
Cpu: Intel core i5 4440
Gpu: Gtx 980 strix
Mother board: Asrock z87 pro4
Ram: 16gb of geil ram
Hard drive: 1tb western digital( basically full)
And a raider Ra650 power supply

Also I would like to add even easy to run games like minecraft and gmod still get capped at 7 fps, I have gone through game settings to turn of fps caps and Vsync but doesn't help also running all games on lowest settings. I play all my games across triple screens. My computer runs and functions fine it's still quite quick only fails at running games.

Solution
Check your usable RAM. Many have been reporting windows 10 issues making large amounts of RAM unusable. Check your processes(ctrl, alt, delete) to see if any programs are using up cpu process. If so check for viruses and malware. Free up some disk space. Could be your getting the latest Nvidia driver issues with newer 375.xx and newer. The driver bug slows your video RAM.

It goes without saying if you are getting frame rates in games as low as 7fps you have a big problem.

A GTX 1080 card as you know should smash playing games at decent resolutions with frame rates in the high 100`s

I suspect what is happening is you have the Intel graphics solution of the I5 cpu you have still running or enabled in windows.
Have a look in add and remove software to see if the Intel graphics driver software is installed.
If so un install the driver software from windows.

OR go to control panel of windows, system, and device manager of windows.
Click on the display adapters reference.

If you see the reference to the Intel on board graphics solution simply right click on it and disable it.
To me with a fps as low as 7fps in games I suspect the game is selecting the On board graphics chip on the I5 cpu. as the default card to select.

I have gone into the system setting and made sure it's not running on board graphics and also went into BIOs settings. I would like to add if i keep the game in windows mode and click on something else so im not in the game i can see the fps fluctuate around 30+ fps but as soon as i click on it it drops straight back down to 7 fps so i dont understand, like i said previously Csgo picked up on something limiting the fps but did add to what or how to fix it but the game disabled it for affecting itself so i can still play cs at 150+ fps
