PC Won't Turn On If Pcie Cable Plugged in

Hello,

So i had this problem last night when my pc suddenly shut down while in sleep mode and then won't turn on again. Then i found out if i unplug my graphics card and use onboard vga instead the system managed to boot and runs normally. Then i try put my graphics card without pcie cable plugged, the system managed to turn on but no display. I also change psu to pcie cable but still the same.

I also just RMA my motherboard 3 days ago because ram slot 1&2 didn't work(only post in slot 3/4) and the problem still persist until now. Now i run my system using onboard card and ram in slot 3&4.

What really the cause of this problem? I believe its not the mobo because i just RMA it. I don't have any psu or gpu to test this.

Specs:
Intel I5 6500
XFX R9 390 Black Edition
Msi H170 Gaming M3
Cryorig H7 Cpu Cooler
Team Elite Dark 2x8GB DDR4
PSU Seasonic P660 Platinum 660W
NZXT S340

SOLVED : If anyone have same issue this is what i did. I just put my graphics card in pcie slot 2 (pcie cable plugged) then boot up normally and installed the driver, then shutdown and put my graphics card back to slot 1 and Voila it works!!

PS: I believe it's some problem with driver, maybe because my pc shut off while in sleep mode. My ram problem still persist but i don't really mind running on single channel mode.
