New build, won't even boot to BIOS - Fans and lights all power on

Ok, so I had the whole thing in the case and assembled but when I went to fire it up, I got absolutely no activity on the monitor, no beep from the mobo speaker, case fans were whirring and all the case lights came on. Then I breadboarded it and now have it set up with just the PSU/CPU/RAM, and still no luck. HDMI is connected to a known functioning monitor. I've tried two types of RAM, but I'm not entirely sure they're compatible. I have the PNY DDR4 2133 2x8 in there now, and I've had G.Skill DDR4 2400 1x16 in it, so not sure if the issue is RAM.

Help? I've been at this since 10 am this morning (now 6:15 pm). My next step is to purchase yet another module of RAM and see if that works.

Does the cpu fan spin too? are your video card fans spinning? make sure the video card is locked down in place properly, all your fans will spin, lights will come on, but youll get no picture if your video card isn't in the PCIx16 right.

Actually I got it figured out. I honestly don't know what I did differently, but I just took everything apart and put it back together one last time and it fired up. Pretty sure I did everything exactly the same, but maybe cleared a short in the mobo? I dunno.

Now I have a new challenge where it's running super slow, even in the BIOS. The mouse is glitchy/jumpy in the EUFI, and in Windows it runs ok until I have more than a few tabs open, then it gets to the point where it's unusable. I'm thinking it's a RAM compatibility issue? Think it could be that? I've run chckdsk /f so it isn't the SSD (or at least according to the check disk utility).

I don't think reinstalling the OS will help because it's also being funky/glitchy in the BIOS/EUFI...

I've also checked temps and the CPU never gets above 35 c, so probably not a thermal paste/cpu fan issue... CPU, 2 case fans and PSU fans are running perfect.

Also important to note, I don't have a GPU installed, just using the skylake i5 6500 onboard video and connecting direct to the HDMI on the mobo.

Not sure about the ram honestly, ive never in my life had ram issues. I think you may be into something with the onboard video, id attempt the update the drivers for that video input, and drop the resolution down to 600x800 and see if it changes. but for basic windows tasks, the onboard video should be fine. but check the drivers. throw in the disc your mobo came with and see if there are video drivers. if not the manufacturer website should have em.
