Can someone tell me if a GTX 1060 or Zotac GTX 1070 will run on my old ASUS P6X58D-E motherboard.

It will be able to run both of those cards easily.

It does have PCIe 2.0 x16 slots, but this doesn't change the performance at all basically (Around 1%, which really isn't noticeable)

You need to make sure your PSU can handle these though, as they will need external power sources directly from the PSU. They will need either a 6 pin, or 6+2 pin power connection.
