unfortunately i have very limited choice of cpu coolers in my country.
so i have chosen among them, please do evaluate they are good or not.
prices are my local market price
as budget cooler - cooler master hyper 212x - 33$
costlier option -
Cooler Master SEIDON 120V Plus -58$
Thermaltake CLW0222 Performer AIO Liquid Cooling System 56$
antec H600 AIO - 62$

some other options are beyond 90-100$
the very good corsair h110i extreme is 161$

please tell me which one of them will be good + budget friendly + handle upto 4.5/4.6 Ghz OC.
and one point, does a 400w psu(gpu - gtx 1050ti) will be enogh to handle the cooler ?

Cryorig H5 Ultimate is a FANTASTIC cooler. I have a 4690k OC to 4.3 and it keeps it under 60 with Prime95 load. It beats almost all of those above, except the top end water coolers. Is that a cooler that is avaliable?

The brand cryorig isn't available here, sorry

I7-6700K runs cool. It does not need exotic cooling to do the job.
CM hyper212 will do the job.
I would avoid the AIO coolers. They are no more effective.
You will run out of vcore voltage before you run out of thermal limits.
How high you can OC is determined by how lucky you were in getting a good chip.
Here are the odds:
As of 10/11/2016
What percent can get an overclock at a somewhat sane 1.40v Vcore.

I7-6700K
4.9 3%
4.8 19%
4.7 61%
4.6 95%

My canned rant on liquid cooling:
------------------------start of rant-------------------
You buy a liquid cooler to be able to extract an extra multiplier or two out of your OC.
How much do you really need?
I do not much like all in one liquid coolers when a good air cooler like a Noctua or phanteks can do the job just as well.
A liquid cooler will be expensive, noisy, less reliable, and will not cool any better
in a well ventilated case.
Liquid cooling is really air cooling, it just puts the heat exchange in a different place.
The orientation of the radiator will cause a problem.
If you orient it to take in cool air from the outside, you will cool the cpu better, but the hot air then circulates inside the case heating up the graphics card and motherboard.
If you orient it to exhaust(which I think is better) , then your cpu cooling will be less effective because it uses pre heated case air.
And... I have read too many tales of woe when a liquid cooler leaks.
google "H100 leak"
-----------------------end of rant--------------------------

Your pc will be quieter, more reliable, and will be cooled equally well with a decent air cooler.

And... the psu wattage you need is mostly determined by the graphics card.
In this case 300w will do it.
If your GTX1050ti needs aux 6 pin power, add 75w.

400w is fine.

Ok i concede your points.
does the cooler need too much additional power which may exceed the psu capability ?,because i have seen some coolers written 150w or something like this.
and does this
Thermaltake CL-P022-AL12BU-A Riing Silent 12
or slient 14 performs any better ?

See what I posted above: http://www.primeabgb.com/online-price-reviews-india/noctua-nh-u9dxi4-90mm-sso2-cpu-cooler/
Coolers have nothing to do with the PSU really, this wattage rating is the amount of thermal heat they are rated to run with, if a CPU outputs 150w of heat in the case of the one you mentioned, the cooler should handle it.
