FPS drops, high cpu and memory usage

Hey guys,

i have been holding off on writing this because i thought i could fix my issue but it just won't go away and its extremely annoying. I believe i'm having some sort of memory leak. When playing games they run at a super smooth 60+ fps but after playing for a bit it starts to stutter and the frames drop to 20-30 fps then the frames go back up to 60+ fps and then it repeats over and over. so far this happens in rainbow six: siege, Overwatch, battlefield 4, Steep, and even devil daggers. I will also mention that the during the fps drops the CPU usage goes up to at least 50.0% (normally sits around 24.0-30.0) and the memory usage goes up to 2,000.0 - 3,000.0 mb. CPU Temp sits at 29C while not playing any game and when playing it goes up to 40C+ but never goes above 70C.

my specs

CPU: AMD FX-8320 3.5GHz (Eight Core) (set to highest performance in motherboard bios settings)
CPU Cooler: Asetek 510LC High Performance Liquid Cooling
GPU: Nvidia Geforce GTX 970 (not overclocked)
RAM: 16GB (2x8GB) DDR3 1600MHz
Mobo: ASUS M5A97 LE SATA 6Gb/s USB 3.0 {4 DDR3 Slots}
PSU: 700 Watt (not sure of the brand)

Solution
I reckon its your motherboard. When this happens does your CPU Ghz drop significantly? Not usage but actual Ghz. That motherboard barely supports that CPU and my guess is the VRM's are overheating which causes the cpu to be throttled.

yep. processor is running at a constant 3792.30 and drops to about 1500 when the fps drops
