Hi, my current rig is
cpu- i7 2600
cooler- intel stock
ram-8gb 2x4gb kingston value ram 1333mhz
hdd-samsung 1tb
motherboard-intel dh61wwb3
gpu-asus gtx660 2gb dc2oc
psu-corsair vs650
case-cooler master cm storm trooper
monitor-lg w2043t
dvd drive-lg
keyboard-corsair k70 rgb
mouse-logitech g402 hyperion fury
os-windows 7 ultimate.

so i want to upgrade it, what should i do money is not mattering. But i want a worthfull rig. my work is heavy gaming kinda little work, surf, music.
so x99 or z270. water cooling vs liquid cooling, ovetclocking or not. yes and my cabinet ate too much space that i cant fit 27 inch monitor not even 24 inch.
so which components? money doeasent matter but i want it in limit cuz there is no worth for stuff that i dont need, no compromise in quality. I dont do 3d rendering still, i am a diploma civil student. no video editing too but interested in it a little bit. top notch quality and upmarket feeling is essential and a some online gaming is in the way too. So please help me.

Solution
Nah, the clock speed in an i7 is better, beyond 8 threads there's little to no benefit atm.
Maybe in two years time, not now though.
for your needs (workload), you can:
1. add ram
2. upgrade GPU (depends on your monitor)
3. upgrade PSU (corsair RM650x or EVGA SuperNova G2 or G3 are great options)
4. add an SSD.
Optionally you can change the case to something Fractal Design Define S or Define C and add a better cooling like Noctua for air or EK Predator for liquid

Z270 is better due to the higher clock speeds, but it won't be out until around the same time as the 1080ti.
My build is the best you can get right now, but post here again when both Kaby Lake and the 1080ti are out and i'll make a list for you.

so no x99 needed? and as the case it aint have have dvd drive bay, so any other cool one? and i like asus motherboards most and monitor is good, no overclocking needed? and what about pcie ssd?

All good motherboards in the midrange are sold out up to about the 17k mark, that board is very good and is a fantastic deal on Amazon, MSI are still good.
Get an external dvd drive if you need one, most good mid tower cases don't have them nowadays, and the ones that do aren't in India. :(

ok then not even for advanced autocadd design x99 aint worth it?
If i buy x99 then it will have more cores in its proccessors which will help for modern games in coming years. so what about that?
