Need expert on z170x G7, Ripjaws V (2133), O/C and troubleshoot.

Ok many things to talk about but here's to start. Rig specs are in sig.
settings below are from my 4.7 stable

since i got the new mobo ive been working on overclocking it past the 4.6ghz that i had on my previous mobo.

first thing is that i noticed is when i shut down the system and reboot, it puts me into a high fan speed mode with blank screens.
no code shown but both the ECO and OC comes up steady.
i reboot and code 19 comes up.
i clear cmos and boots fine with my bios settings.
i feel like i skip a small step somewhere.
sorta feels like when i shut down, nothing gets stored.
when i restart from successful boot it reboots fine....
so something to do with shutting the system down completely doesnt allow me to boot up on first try.
i want to figure this out first before i start doing more overclocking.

second thing... is about the ram.
i just like to be put in the right direction, maybe i should slow the ram down? its 28xxmhz so im thinking its beyond what i should put it. or relax it more? just some input on that when relating to cpu increasing past 4.6. ive been messing with it for a bit and not very consistent on results.ive set the voltage to 1.3 and to 1.34 to see the difference.
ive tried to do 4.75 and 4.8ghz. my pc boots and seems normal. i ran prime 95 a few times and it freezes a few times and had bsod twice. when i reboot, the bios settings stayed the same. and just booted as if nothing happened.
with prime failing, i decided to test in game. i played forza and bf1 for a few mins. runs fine.
*oh forgot to add. ive seen ppl change CR 2T to CR 1T, what's the significance of this?
ill be going to try bumping it up shortly. just like some opinions before i do that, sometimes i get lost after doing this for so long...

Put the RAM back down to native speeds, 2133MHz RAM being pushed to 2800MHz seems excessive.
The best I would hope to see is 2400 or 2666 if you're lucky, this is likely the source of the instability and issues.
Stick your 6700k at 4.7GHz 1.4v, very stable clock I use all the time in client builds as an OC no problem.

yeah thats the first thing im gonna do is to drop the ram multiplier. one step down would be around 2500 i think.. though i remember trying quickly but didnt help, will have to go in depth on it.
oh i have i5 6400 =) 1.4v eh.. u bad boy! right now i feel comfortable at 1.34v. but getting into that.. its sorta hard to whether i should increase that...while im getting memory codes
