Watching videos or streams while playing games TANKS my FPS. But only when the video or stream is visible on my other monitor!

I have three monitors, and when playing CSGO, I would like to watch a stream. If the stream is minimized, I don't have any tanked frames, but if it is open on one of my other monitors, then my frames drop drastically. Is there any way to remedy this? Or do I have to buy a better component?

I have an i5 3570k at 3.4ghz and 16gb of ddr3 1866mhz ram
 
I see the same issues.
Even when CPU and GPU load doe to video playback are negligible, it still results in stuttering. Even in fairly light games like Starbound. Either the game or the video is stuttering.
My solution in the end was to run the video on a different machine that is also connected to one of my monitors.
I don't think there is a way to resolve that without playing the playback on a different device. Seems to be system depending and not caused by to weak hardware.
(Just getting a cheap,, used laptop should be one of the cheapest solutions to it)
