Two completely diffrent sitcks of ram causing fps issues?

Okay so i have 2 diffrent sticks of ram , on is a 4gb stick
1st stick of ram Team Elite Plus 4GB (black)
DDR3 1600 (PC3 12800)
Timing 11-11-11-28
Cas Latency 11
Voltage 1.5V

This is the Other stick of ram same series but diffrent cas mhz and timing.
DDR3 1333 (PC3 10600)
Timing 9-9-9-24
Cas Latency 9
Voltage 1.5V
=============================================================================
Do you think why this could be exactly why my fps is dropping in games? gpu is not high temp neither is cpu cpu never goes over 98% gpu when playing overwatch never goes over 60% Usage

My spec's are:
Processor: I5 4690K
GPU : GTX 950 Super Clocked
PSU : corsair GS600 W

I said my ram spec's for both sticks at the very top of the page I will link you both the sticks that i have i bought them off of newegg and what i was wondering if you think this could be why. This is what i think it is because i think that the 1600 mhz one is clocking down by so much i use VERY INTESNIVE RAM GAMES!!!!! Like , GTA 5 , H1Z1 KING OF THE KILL , OVERWATCH Each of them use about 6.8 - 7.4 gb of ram. I get fps drops in every single game i play ever since i added this new stick of ram wich is the 1333 by the way i had the 1600 but the 1600 didn't come with the other stick. I have ordered some new ram

Thanks for the reply .Now my games are crashing idk if it is becaus eof my ram or my cpu none of them are spiking i think it might be overflooding my memory thats just me but what do you think about my games crashing like they freeze for 5 seconds then crash im using like 5.5 gb of ram

 
It is never a good idea to mix RAM Elite_v4 and if raising DRAM Voltage does not help then read this informative article as to the reason why.

With only 5.5GBs of RAM, It is more than likely caused by your Paging system writing to disk due to insufficient memory. You need 16GB of RAM for most AAA games now.

My advice, Get yourself a 16GB kit of RAM that have been qualified to run with your MB.
Go to the MB manufacturers web site and look up the MB QVL for tested kits.

I do play OW and gta 5 and H1Z1 i think ow and gta 5 are AAA titles but not sure about H1Z1 all of these 3 games skip.... Ram did not fix the fps issues my SSD is fine am looking at it's smart Does anyone know what i should do? It is still stuttering should i install windows my new ram does not make a diffrence they match and everything i don't know what it could be at this point.

Actually i ordered Some HyperXfury 16gb 1600 Kit its coming today i will follow up with a answer if the ram fixed it or not.

Ironically, it might not be your ram. While coincidental, you could have just ran into an issue with your CPU usage spiking because of a background task. It's very common. Open up task manager and see if there are any programs running during your spikes that cause the computer to start running poorly. I've owned a 4690k in the past, and they are pretty damn good. While it's unlikely that this could be the case, you always want to rule out as much as you can. Also, try downloading CCleaner, fix registry and scan for other crap that might be running on your system causing your computer to drop performance.

Now that we have ruled out the CPU, let's take a look at the RAM. We will start from basics. If you still have your motherboard manual, check to see if your RAM is in the correct slots. (All slots will work but there is usually priority slots that will function better than normal. These are genuinely colored slots. But refer to your MOBO manual to be sure. Like the other people are saying, it's a good idea to try and go into the bios to see if your RAM has matching specs. Are they both ECC/ NON-ECC? Same timing? Same speed? Same volatge? Now that you've gone through that, let's take a look at the graphics card.

How are your frames? Are your games running well? Are your GPU temps ramping up significantly during gameplay?
