My issue:
If you look at the screenshots below, you can see that I have successfully overclock to 4.4ghz at 1.200V. The only issue is that if you check my BIOS pictures, I input 4.5ghz, but the motherboard won't save and boot that settings. The only way is to do it through an OC software inside Windows which is annoying. I tried to boot default settings which worked and everything went back to default. I tried to do 4.4ghz again and that also worked, but not 4.5ghz after that.

Specs:
i5 4670k
Gigabyte Z87X-UD4H (F9 ver.)
EVGA SuperNova NEX 750G
Samsung 840 evo 256GB
WD Black 2TB (forgot the model)
Corsair H90 140mm
G.Skills DDR3 16GB(2x8GB) 1866mhz
Gigabyte Windforce GTX 770 2GB

Strange, I forgot to add that I did try to do 4.5ghz when I first started to OC. It worked but wasnt stable so I went back to 4.2ghz for quite a while. I recently tried to 4.4ghz again because it is almost winter so highest temperature is around 70-73C. I just wanted to try 4.5ghz but the motherboard won't boot that settings even if I save it. It only works max at 4.4ghz.

Should I try clearing CMOS? Idk if that works.

It won't POST. My ram overclocked from 1866mhz to ~1900mhz, which I think causes the crash. But yes it does save the settings.
