Comment:
I really have no idea how to overclock including what programs or what specifically tuned settings are needed and where to be able to maintain an overclocked performance level.

Question:
What programs are used with Overclocking a Processor and a GPU?
With MY GPU I have PrecisionX 16, is that what I should be using for the GPU Overclocking?
> If that is the case, what settings within PrecisionX 16 should I be modifying/paying attention to?
What about the CPU, what program is used to OC that?
> If that is the case, what settings within (Suggested CPU OC Program) should I be modifying/paying attention to?

I apologize as I know this is a lot but I think I've included all pertinent information needed for a hearty answer.

Solution
PrecisionX is suffice, you'll need www.evga.com/ocscanner/ to test your presets.
Some tech stuff:

  • ■ Titan X draws 250 watt (translate to 100% power target on OSD), this relate to GPU wattage consumption, when higher voltage is set then the 250 watt will also climb (watt = fixed ampere X voltage).
    ■ Typical GPU thermal limit is 80 to 90C, the idea is to find out your particular sample GPU can handle to what temperature, so this will be last adjustment after you've found whatever other adjustment have set.
    ■ Your GPU sample may different from working OC tested, however you can google to find highest GPU and VRAM clock Titan X offset and adjust to it.

    ■ Max out your case ventilation, tidying clattered cables, Titan X will be...

    ■ Max out your case ventilation, tidying clattered cables, Titan X will be huge warm air source while it cooler performance somehow "recycling" internal temperature so your X9 probably need all six fans mount on top, later you can choose between use top fans as intake or exhaust, whatever give cooler temperature.
    ■ Assuming you have the latest driver installed and no other issue to your system, run precisionX, if you feeling lucky you can just set the following preset
  • ■ 120% power target
    ■ 91C GPU temp
    ■ +200MHz GPU clock offset
    ■ +200MHz Mem clock offset
Save to profile by click apply, now run OCscannerX, check connect to precisionX and click RUN.

That's how I did with GTX 780Ti, I suggest you to raise it slowly and save time because of failed preset.

CPU
Go to BIOS > CPU config > disable energy saving (usually labelled as C-state), save and exit to windows
Run Game Boost. Don't know if X99 Gaming ACK comes with GameBoost, see if you can download and install it.

Manual in BIOS

  • ■ CPU VID relate to how CPU work on given voltage, increase slowly or if you feeling lucky set to 1.3V, you can try higher later.
    ■ Add +2 to multiplier, you can try higher later.
    ■ I wouldn't recommend other tweaking, usually with CPU VID is changed, other CPU voltage presets automatically change.
