Secondary HDD not showing up in Disk Management?

I just did a re-install of windows 10 on my 250GB Samsung 850 EVO. I unplugged my 1TB WDBLUE and my OTHER 840 EVO and installed windows normally.

I then go to plug in the SATA cables again and I see that those drives are not showing up in Disk Management. Before I installed windows, I didn't format them... which i probably should have done.

When I go into the BIOS, the drives are showing up as connected, but Windows just doesnt recognize them . What's Odd is that they were working just hours before, and plugged into the same SATA plugs.

Any suggestions?

I fixed it by booting into install media and then cleaning it with disk part from CMD.

I am not quite sure exactly what configuring as dynamic means, but I dont think I did so.
