16GB is basically becoming the entry level standard and there are already a number of games that call for up to 16GB as is. The trend for using more and faster DRAM isn't going to stop, so going 8 now, may lead to needing 16 shortly down the road anyway - and keep in mind it would be a 16GB set needed - there are no guarantees when 'adding' additional DRAM to what you already have.

Not if it means getting a cheaper cpu or gpu. I dont know of any games that will use more than 5 or 6gb of system ram, which could put you quite close to 8gb in use if you have other programs running while you game that are eating up ram. I only have 8gb and I play all the latest games, I am yet to have my system exceed 8gb in use, battlefield 1 is the only game I have that comes close. I wouldn't say 16gb of ram is necessary right now for gaming, but it will be soon. So yes I would get 16gb of ram but only if you can get it without skimping somewhere else on your system, for a budget build I would say 8gb is fine.
