How to get 9v out of 12v rail on PSU ?

So I have this LED RGB kit but it uses 9v , so on PSU there is no 9v rail :-/ , there is only 12v 3.3v and 5v , So how to do this , I udnerstant somewhat electricity , can I put together plus 12v and minus 3.3v and put together 2 grounds and use that ? or should I just use resistor to get it down to 9v ?

What is this LED kit supposed to connect to?

" I udnerstant somewhat electricity " = you will smoke something if you do it incorrectly.

Well...this:

...will not work. At all.
