im installing new windows on a ssd but on my hdd i have over 500gb of games and a verry slow internet conection and no spare drive i can use to transfer any sugestions

And you are going to still have that HDD in the system?
Can you locate the SteamApps folder on that drive?
If so, no problem.
Get the OS all installed on the SSD. Including the Steam client.
Once it is all running, designate that SteamApps folder as another location.
I just did this this afternoon.
In the Steam client:
Steam
Settings
Steam Library Folders
Add Library Folder
Navigate to where they exist on the HDD
Select that
You can also designate that on the HDD as the default location.
