Whats wrong with my CPU? Something funky is happening.

I bought a used computer and I opened command prompt and saw the CPU usage is at 100% nonstop. I did a fresh install of windows 10 home, got all of the drivers it told me to, and still I have programs randomly jumping such as Microsoft Edge takin up 75% usage as I type this. The temperature stays around 30-40C (btw I'm in a fairly cold room)

I'm running a core i5-2400 CPU @ 3.1 GHz

And yes Ive tried Malwarebytes, and a couple other programs. Please help.....

It could be that the actual CPU is damaged maybe? (I'm not really sure, your problem seems weird to me but I thought I'd try to help). It could be that you have some programs installed that you don't want or use (if you haven't checked your programs list)? Other than that I don't really know about its usage, and for its temperature, you could get an aftermarket heatsink for it (if it still has the stock one). If that doesn't work, maybe a new CPU? If you still have problems, the only other thing I could think of is maybe the motherboard? Hope I could be some help, if not, sorry :|
