PCI Express slot problem?

Hi,

I bought a new video card, and plugged it on my PCIe slot. The PC didn't work, so I updated the BIOS and reset the CMOS, but it still don't work (the PC won't boot if it is plugged, even if I don't plug any cable on the video card, only the VGA cable on the onboard video).

About 2 months ago, my old video card broke, and my mobo used to give me 5 beeps to indicate that. Today, after trying everything with the new video card, I retried putting this old one on the slot, and the PC booted normally, even though it was just like the video card wasn't there (if I plug the VGA cable on the onboard video, it works, but if I plug the DVI on the offboard one, it doesn't).

Motherboard: MSI H61M-P21 (MS-7680)
Old video card: Saphire Radeon 7770 HD
New video card: Powercolor Radeon RX 460 red dragon 4 gB
System: Windows 10

Does anyone know what the problem might be?
 
Are you using a DVI to VGA adapter? Or does your monitor support DVI? The RX 460 is digital output only, so you would need a digital to analog active converter instead of a simple adapter if you want to output through VGA. Not sure if this is what your are trying to do though.

My monitor supports DVI. Every time I mention the onboard video, I'm using a VGA cable, and every time I mention an offboard video card, I'm using a DVI cable. For offboard video cards, I also tried connecting a HDMI cable from the card to my TV.
