63c is fine yes. Just be sure to keep an eye on temps if doing more intensive things like gaming or anything where the cpu may be active at full load for extended periods of time (hours) to make sure it doesn't get over 80c or anything.

I would not risk running your PC any further without a functional fan attached to that heatsink. You may be alright however you are placing your system at risk.

thanks for the advise. I'm setting the CPU temperature alert to be 70C, which is much lower than default setting (100C).
