Solution
Sounds like you have a short. Please remove all of your components from the case, place them on a flat, non-conductive surface, reseat the RAM, ensure CPU is properly cooled, reseat all power connectors, then try to turn it on again.

The reason to take it out of the case is to eliminate the possibility of anything shorting out against the case, or something that could be wedged between them and the case. (like a screw that you may have dropped behind the motherboard)

What components are you using?
Do you have a graphics card?
Does the computer display anything in those 10 seconds (like the post)?
Does it make a sound when it turns off, or does it seem like it runs out of power?

Yeah, it is. But ive seen online that if there's too much sometimes it would cause it to short.

Feel free to check if you want to, just be ready to clean it off and apply new before putting the cooler back on.

Hey man, I fixed it by doing this. Thank you so much I had built an Office PC for my dad because he needed a new computer. I took everything apart and just put it back together again. It worked first try. Thank you, thank you.

P.S. 16 sec boot time!
