Strix 970 "Please power down and connect the PCIe ....."

Hi guys , I recently put together a new build. G3258, Z97X Gaming 3, 8GB DDR3 Kingston, AX750 PSU and a 970 Strix. The gpu is second hand. I was told that it worked perfectly. So when I assembled everything and powered it on up came that message. I am using DVI adapter to VGA. I have checked the cables, I also changed the 16x slots. I used HDMI as well. I checked the voltages on the 8 pin and they are correct. I even did the "power off the PSU and turn the PC on so the extra energy drains". The GPU worked somehow once before and when I was playing a game it restarted and up came the same message.Can you help me out guys. Any feedback is appreciated. Thanks

I did try pushing it in properly until it clicked, no luck
The PSU is Corsair AX750 80+Gold
