Would getting more ram be worth it?

In the division and GTA 5 my fps will drop and he game will freeze a lot both games my CPU is at 100% and my ram is at 7.7 or so (out of 8gb)...

Specs:
Gtx 960 4gb SC
I5 4460
8gb ram( ddr3 )
1080p @144hz

Yes most AAA games now require 16GB of RAM.
Very often games will pause or even crash when paging files if your running low on RAM.
If you decide to upgrade then buy a single kit of 16GB that have been tested with your MB. Mixing kits even of the same spec may or may not work together. Keep the existing set as spares.

Disable windows page file, upgrade to gtx 1050ti or RX 460 is simple, meanwhile you can replace gtx 960 thermal grease, add or replace case fan for better ventilation, replace CPU heatsink fan and replace CPU thermal grease.
Freeze is symptom of either over heating or power delivery issue, so either PSU or motherboard power related component issue, if you choose to add more RAM make sure they're identical.
If you do some OC, try use default BIOS value
