Helping a friend troubleshoot upgrade issues (PSU, fan, video card)

Friend updating some hardware in his machine, specifically a power supply (650 watts), new fan and a graphics card (Geforce 660). Got everything all plugged in, booted up and got to the home screen with the card plugged in through VGA. Switched to HDMI to test if it worked and now for some reason the HDMI gives him a 'no signal' message and apparently the VGA connection won't work anymore either. Any idea what the issue(s) could be?

EDIT: Just noticed I posted this in the wrong section. I have done a dumb. Hopefully someone will still be able to help.

is it a good brand power supply or cheap brand also try the old one and see what happens, and graphics card did you plug in the 6 pin to the graphics card and if you have onboard graphics try that, if not strip everything out and just start it with bare. if non of these work just msg here and I will respond.

Alright, we seem to have gotten the computer running fine after reassembling everything (it seems we may have a faulty HDMI cable on our hands). However it seems we have a new problem. Post-upgrade and driver installation everything appears to be working fine, but there seems to be some issues with running certain programs. Chrome simply refuses to open although appears active in the computer's processes and only certain windows in Steam will open. Other than that everything seems to run fine including games. Any idea what could be causing that? Worth noting I suppose that he's running Windows 10.

EDIT: We've solved the problem! Something in the card was set to display on two monitors even though only one was hooked up; changing that to a single display has fixed everything. Thank you for taking the time to help us.
