Solution
Sounds as if you need to buy a new PSU. Or you need to reset your CMOS. Unplug the power. Touch something metal. Open case. Remove CMOS battery. Hold power button for 5 seconds. Clean out any dust while you're in there. Replace the CMOS(flat lithium 2032) battery. Replace the power plug. Check those values again. CPU core voltage should be 1. something and +12 should be 12.0V up to 12.4V at most.
