Advice, Building Lower Budget Gaming PC

Hey guys, I'm trying to help my brother build a lower budget gaming PC.
His price range is 600-800 CDN Dollars.

Just looking for advice in what i should use, if this looks good, or if i should swap certain parts out.

Was debating on getting a cheaper graphics card to upgrade to the i5, but was thinking he would be fine with an i3 and better graphics card.

He plays a lot of Fallout 4, Dragon Age, Skyrim, League of Legends if this is any sort of guideline.
