Is 3GB gtx 1060 vram enough for 720p?

The 1060 3GB is overkill on 720p. I suggest the 1050ti 4GB at the most. The 1050 would even be fine because these cards are all very powerful. The 1050 nearly equals the old 960 and R9 280 and the 1050ti beats them. The 1060 is the highest I suggest for 1080p.

GTX 1060 comes with display port, HDMI, maybe DVI, translate to display port for UHD 4K, HDMI for QHD or WQXDA 2K monitor, the better question would be does it give smooth gaming experience.

Depend on how you interpret "smooth gaming experience" for me its not recorded high frames/sec result but rather choppy free image + blur free image + stutter free image.

GTX 1060 3GB consider to be best pair with 144Hz 1080p monitor on max image quality setting (max MSAA, AA, AF), on a 60Hz 720p I'd say "decent gaming experience"

If you're going to upgrade your CPU then the 1060 would be a great card for your system. The 1060 will be overkill at 720p though, when it can easily do 1080p. It also depends on the pricing of the 3 GB and 6 GB models. If the difference is marginal, get the 6 GB version.
