Why people don't believe me that I run GTAO on very high settings +60 FPS and any other game I run them so easily except witcher 3.When I said that people think im trolling them but I don't.

is my processor really bad?

Specs

Zotac GTX 650 2gb 128bit
Intel i5 4440 3.1ghz
Asus H81-C
8GB ram
SeaGate 5900 RPM 500GB
Monitor Samsung S19C150 1366x768

Solution
Your system isnt bad, but your gpu is low end. You are getting decent FPS because you are playing at low resolution. Your FPS will probably be about half what you currently get at 1080p.

1366x768= 1,049,088 pixels
1920x1080= 2,073,600 pixels
Are you telling them that resolution? At that really low resolution I can see how you might be able to get your FPS. At a higher resolution such ad 1080p which is the assumed normal your GPU would probably struggle with 30fps.

Your processor is fine for 60fps in that game

with computer games and todays pc there a min cpu and video size used for those 60 plus frames. your using an old monitor and becuase it output is so low your not using the gpu ram or power to it max. if you had a stock 1900 by 1600 monitor your gpu in any game would be in the 20-30 or less frames per second.
to get 60 frames at 1900 or 4k now needs a top end pc and gpu.

thank you for the explanation,now I pretty learned why I am getting 60 fps easily.

Because of this https://www.youtube.com/watch?v=JWcj5ain-hs , unless you provide any proof and not just screenshot, a recording of the gameplay and the settings used i will nto believe you either. It is not about the cpu, is about your videocard, is too weak to run GTA V on everything high. In the video i posted with everything on low, and a 768p resolution it can barely achieve 60 fps and you telling me that you run everything on high? Even AA and tesselations? You cannot achieve that even on 1280x1024 resolution. Lets presumes that the graphics processor is strong enought, which si not, the card does not have enought vram to run everything on high, it can eat up to 8GB of VIDEO RAM (to not be confused with system ram), your card has only 1GB, thats 1/8 of how much would need.

Not even at that resolution he cannot obtain 60fps with everything on high/ultra. I just posted a video with how much fps it can obtain with that card at 720p and everything on low and he can barely obtain 60 fps. And how you can see teh gpu is used 95%+.

GTA online is same as GTA V,you just play online,i dont really like to play offline games.

GTAO is a part of GTA V,you need to login into your social club account to play GTA V then you need to select GTAO in GTA V menu.

it has same graphics and engine.

i see,so basically if i were playing on 1920x1080 I would get 30 or 40 fps right? by the way is 1366x768 720p which im playing with

Yeah pretty much.
Its very close to 720p, slightly more.

720p is 1280x720.

Even so, the AA will take a massive amount of ram, so the texture quality, even at this resolution. At me at full hd it says 7890MB so at half the resolution would be 3.7GB of Vram, his card has only 1GB of vram how in the hell is possible? If would take dynamic memory from the system would cause massive stuttering.

What are you talking about? GTA using 7.8Gb of Vram?

With everything on max (AA, tessalation, texture eevrything) at full hd that is what is shows me the memory bar in menu and MSI afterburner.

I suspect thats because you have crossfire, so it mirrors the frame buffer to each card, so ends up consuming double the vram.
