HELP! New GPU Always 100% Load even on Idle? (RX 460)

My new GPU that i got (Sapphire RX 460 2GB GGDR5) is always on 100% load even when idle?
but the temp and fan speed is correct temp goes from 50c idle to 70c when gaming and fan speed goes from 24% to 50%. BUT why is the load always 100%?

PS: Card is brand new also im using the new 16.11.5 driver

What are you using to monitor the gpu? I have never seen a GPU with 100% load at idle, i'm not sure what could cause that. My first assumption is your monitoring software is not right about that load.

ive used GPUZ HWMONITOR and they both say 100%

I GOT IT. its the damned non whql 16.11.5 beta driver from amd that i accidently downloaded and installed instead of the whql one which is 16.9.2 now everything is hunky dorky. idle temp is now 35-37c and gpu load is 0% on idle as it should be.
