What CPU and motherboard do you have? I'd like to make sure that you won't be getting something that's actually worse than your integrated/onboard graphics.

Today's integrated graphics is comparable to a $50 graphics card, or even better.
If this is for gaming, I would not buy anything less than a GT730 64 bit.
It is counterintuitive, but the GT730 64 bit version is considerably more capable than the 128 bit version.

Your budget is really constrained, the best I could find is the R7 260X, but that goes for 90 dollars in my country and I couldn't find in on new egg. Is not that bad of a card and would give you a solid 720p@30hz experience on medium settings for most games.

I don't think that your CPU will play GTA V very well. That game is known for using the CPU just as much as the GPU (even more in some cases). You may achieve an acceptable framerate with an HD 7750, but I doubt it will play smoothly thanks to your CPU.
