Cabled issues only on one computer. Windows 7! tried everything please help!

Ok so heres the issue, my speed in browsing is normaly just fine, but when i start downloading something the download speed starts really high then drops to 0 and i get failed to download, on everything! I've checked the cable with my laptop and its just fine there. I've tried every fix there is .. all my drivers are up to date, i've really run out of options. i got to http://www.speedtest.net/ and it starts at about 14 Mbps then drops and stalls at 0.3 and doesnt finish the test. I've got no problem with any other devices but my desktop. I've even reinstalled from w10 to w7 and it still didnt fix the problem. I've checked my LAN card and it seems just fine...

Sorry for the messy text im just really annoyed.. Any answeres or suggestions will be appriciated! Thanks!

Edit: Youtube works fine and most of the online games works fine, even tho i can't download the games without restarting the download every 5min, it peeks at 14Mbps before it slowly drops down to 0kb/s or even drops instantly. I also have wifi on this computer and its the same on wifi as on cable so i guess it must be some kind of software?
 
Gosh, another, ONLY THIS DEKSTOP has the problem post. One would think this is easy, if "only this desktop" then the rest of the network is OK. So what is in this box, hardware and software.

First I suspect software because well, it's the bigger variable. My rule#1, USE THE MOBO'S VENDOR LAN DRIVER, not Microsoft. And if you are back to W10 and don't have a Mobo's vendor supplied, clearly labeled W10-certified LAN driver, am out. My rule#1.5, if you want things to work solid, stick with last year's technology, in this case W7, but I dunno your precise situation, maybe you must have something in W10. I know you said you switched back to W7 and nothing, I take that with a few grains of salt, often folks are chasing many variables and you don't conduct your troubleshooting in a methodical way, meaning, hold all other variables fixed while testing ONE suspect. Toward that end, I would start from scratch, reload W7 from scratch, dump all your current custom settings what not, after clean W7, load the Mobo's vendor LAN driver as mention, THIS SHOULD WORK. I hope you have original W7 install disc, not W10's Undo, I wouldn't trust that.

If that doesn't work, even though am skeptical, but logic now dictates the hardware maybe bad, so I would try WIFI if you have one handy and if not, go buy, even a used ethernet card, not that expensive, go from there.

Hey sorry for this bad post, but ill try keep it shot. So i had windows 10 like 6 days ago and it worked just fine untill i got this problem with the internett dropping down low like crazy. So i used my original Windows 7 disk cleaned the whole computer and installed it. Used the MOBO CD to install all the needed drivers, Problem was the same. I've checked the cable( used it on my laptop) it worked just fine. I tried updating the MOBO Lan driver to the newest. Intel (R) . without any luck.
I rolled it back and still same problem, My browsing is fine from time to time, but espesially when i try to download i get the problem, also at speedtest.net it starts at 14Mbps and drops down to 0.23 exactly every time and stalls there. I've also turned off firewall to see if it helps, currently does not.

My spec is :
Motherboard: Asus Pro Gamer B85 ( Intel socket)
Intel(R) Core(TM) i7-4790K @ 4.00GHz ( 8 CPUs),
24GB Ram
AMD radeon r9 200 series 4GB
Built in network card: Intel(R) Ethernet connection l217-V
Disks: Kingston SV300S3 SCSI + WDC WD10EZEX-08M2NA0 SCSI

Any more info you need please tell me.
Edit: I've tried with a USB Wifi driver wich i just bought and the problem is the same even with the wireless adapter.
