Case fans v Cpu cooler ?

So right now i have in my cabinet circle cc830 2 case fans installed.
My question is will it really help lowering temperature if i install another case fan and a cpu cooler instead of stock one or should either one do ?

CPU cooler will obviously lower your CPU temps and also add air flow to your PC. It's the better option.

It is impossible to say without knowing more about your setup, or what cooler you had in mind.
It is a cabinet? as in a server rack? The below image is a cabinet.

It would have numerous CPUs in it, all with low profile coolers, most likely proprietary.

We really need more info on your setup.

if u want to reduce temps on the cpu then get the better cooler but case fans just give more air flow

Better CPU cooler will help quite a bit, but it would be best for both a better CPU cooler and more case fans (dont forget the thermal compound)
In other words
Case fans < CPU cooler < both
