Need Help for Streaming PC

I have been wanting to stream H1Z1 King of the Kill and my current pc cannot handle streaming it. It is fine playing the game but on obs, it just freezes and no frame drops.

My current setup:

i5-4690k 3.5Ghz
Cooler Master Hyper 212 Evo
MSI Z97 Gaming 5
16gb RAM DDR3
1TB HDD
MSI R9 390x 8GB
Elgato HD60 Pro

What I want to UPGRADE on this setup is:

i7-4790k
Corsair H80i v2 (since my tower is a mid and cannot install the h100i v2)
Possibly a 1060,1070 or 1080.
Cost would range $1.2k USD

OR BUILD another pc;

i7-6850k 3.6GHz 6Core
H100i
MSI X99A Gaming Pro
16GB Ram DDR4
SSD 250GB
2TB HDD
ASUS GTX 1080

Cost would be $2k USD


So which would you prefer; upgrading my current setup or just building a whole new computer ?

I would suggest sticking with what you have and doing a few upgrades with parts that can be used in a future build.

CPU - Are you sure you need the i7? This is the only upgrade to your machine that you can't carry forward to a new build.. If the i5 is seeing CPU usage below 80% while gaming, then you have little to worry about. Otherwise, upgrade as you see fit.
CPU COOLER - Water cooling isn't worth the cost. The Cryorig cooler below is cheaper and will see lower temps.
GPU - You can pick up a second R9 and run dual GPUs in crossfire for more graphics power. This would be cheaper than a GTX 1080 / 1070. With that said, a newly purchased GTX 1070 / 1080 can be used in a build down the road. Not exactly wasted money here since it...

PSU - What power supply do you have? Please be specific! There are a lot of poor units out there that you don't want to overclock on, or run multiple GPUs with.

If your PSU is a quality unit, then maybe just upgrade the GPU and see where you stand.

Thank you so much for the help. & I currently have a EVGA 600B Bronze PSU. Also, the 390x is discontinued since it doesnt show any price ranges on pc part picker. :( Had this build over a year already.
