Blocking illegal movie downloading

Long story short: I am a fireman, at the firehouse our internet is limited because I work on an Island. We each pay into a fund. We have a low bandwidth plan. One of the guys downloads illegal movies while at work and it brings the internet to an extreme slow. We have a no download policy and we know he violates it because we snuck into his room and looked on his laptop. Help!!!! Any advice is appreciated.

Agreed that your problem needs a human solution, not a technical one. The problem with blocking "illegal" movie downloads is that the distinction between an illegal movie download (pirating) and a legit movie download (e.g. Netflix) is legal, not technical. There is no way for software to determine whether or not a download is legal. A human somewhere has to make that judgment and block the illegal download. In your case that would be your chief or IT guy.

If the chief refuses to do anything about it, I assume your connection is DSL since you say it's limited? It's exceedingly rare for a building to have only one phone line. Usually there are 2 or more phone lines. You could talk to the other firemen who pay into this fund...

Explain the problem, and if they agree you could set up a new fund for a second DSL line which the problem guy isn't allowed to pay into or use. If the problem is as bad as you claim, the problem guy will be the only one left using the first DSL line and since he'll be the only one left paying into its fund, he'll have to pay for all of it. Everyone else will be paying for and using the second DSL line.
