PC overheating, making a sound of shortening and soon restarting itself

I bought new CPU to improve my gaming quality, everything was fine first few days, but later it started overheating (it can hold 71 degree, I usually have at least 75 while gaming), my pc started making a sound of shortening, cracking, and after some time my pc just restarts. I've tried changing thermal paste a few times, re-fitting my cooler and it didn't help, when I try to turn my PC on after changing something, it starts working and after 1-2 sec turns off again. After like 10-20 attempts it finally turns on. With old proccessor I didn't have overheat problems.

My PC specs:
old CPU: Intel Core Dual E8600
new CPU: Intel Core 2 Quad Q9400
VGA: NVIDIA Geforce GTX 650 Ti Boost
MOBO Model: DQ45CB
Rams: 8 gb DDR2
PSU: 400W

Is it possible that the CPU or the Cooler is the problem? What else could it be?
 
Solution
At 75°C the CPU isn't overheating; it throttles at 100°C. What PSU do you have? The Q9400 can draw up to 30 watts more than the E8600; that could be enough to cause issues with a poor quality PSU. The shorting or cracking sound most likely comes from the PSU.

Solution
Don't use the pc until you change the PSU. Crackling and restart's are signs of a very nearly failed PSU, if it dies completely it could damage other components and its impossible to say if it will die the next time you switch it on or in a months time.
