Tried building a gaming rig and having a bunch of issues

So I recently ordered the following to try to rebuild my pc

Cooler Master HAF X Tower
i7 6700k Processor
Crucial 16gb (2x8gb) 288 Pin 2133mhz Sticks
ASRock H170 Pro4
Samsung 1TB SSD

I am using a 750w psu. I hooked everything up, and when I boot up the pc initially, my mouse and keyboard work in the boot selection when I hit F11. I am trying to boot from a cd that has windows 7, and when I boot from the CD, and windows loads in, I am not able to move my mouse or keyboard at all. Something else I noticed is my processor is running at 100 degrees celsius. I don't have a cooler, but I find it really strange that an i7 6700k is running at 100 degrees celsius when i'm not doing anything intensive.

Anyone have any advice as to how I can get my keyboard/mouse to work? There is already windows on my hard drive, but I was going to reformat for my new mobo so I didn't have issues. I can start windows normally, but once windows starts up my mouse+keyboard stop working while they work fine in the setup before windows starts.

Is it possible I have a defective mobo or cpu since it is running at 100 degrees celsius while doing nothing?

Any help is greatly appreciated. I've sunk a lot of money into this and every time I almost have it all together it ends up being something else that I need.

Solution
Read section 3.4 of your manual & you'll see why USB ports dont work.

You could blame it on ms or asrock for not using a standard native USB controller at least for the usb 2 ports.

don't boot unless you got a CPU cooler. not even into bios. this may damage your CPU. a CPU always needs a cooler.
as for your other problem: do mouse/keyboard work in bios? are they connected with USB or PS2?
sometimes you gotta enable USB support in BIOS

The 6700k doesn't come with a cooler but you can not run it without one. You must get a cooler it is not optional.

Do not boot your PC again until you get a cooler. Seriously. Intel has some preventions in there to throttle the CPU or shut the PC down but you will be slamming the CPU with heat so fast I would have concerns you could do damage.

Will do this before starting it up again. Thanks.

My Mouse/keyboard were connected through USB 3.0 on my motherboard. I tried to also connect them through the USB 2.0 ports on the Cooler Master Tower. They work fine in bios, but they don't work once the windows CD boots or once windows actually boots.

Not sure if it is worth mentioning, but the mouse+keyboard are receiving power even once windows starts because they are lit up.

1. That 6700k is way too much CPU for that MoBo. For 6700k, you really want a Z170 based MoBo. The build is very unbalanced. Putting a 1 TB SSD and 6700k in a $80 MoBo is kinda like sticking a set of $3000 chrome rtims and $100 tires on a $500 car. I'd sent the MoBo back if ya can and get something more appropriate

2. You must have a cooler. Running at 100C can toast a CPU.

$25 - Hyper 212
$40 - 55 - Several Scyther and CXryorig options
$65- $75 - Phanteks PH-TC14PE
$75 - $85 Noctua NH-D15 or Cryorig RT1 Ultimate
$140 - $280 - All in One water coolers w/ copper radiators (no CLCs)

While I have never had issues booting to BIOS (temps in 50s) and immediately shutting down, leaving it that way to install Windows is suicidal.

Building your own computer is easy. Building it takes 2-3 hours, and installing windows takes about 30mins to 45mins, and after that downloading and installing drivers takes another 30-45 mins. After all that, have it download windows updates at night, it may take a 2-4 passes to get them all.

Installing Windows:

Protip for installing drivers safely, install them one at a time and restart the computer after each install to avoid breaking the OS, which can happen if you try to install them all at once.

Just booting into windows probably just about cooks your CPU. It is probably so throttled back by the point windows is loaded from not having a cooler that I'm surprised you even see a desktop and it hasn't booted down at that point.

If it was working in the UEFI/BIOS then I'm sure it's a simple issue and there are a couple of things to check.....but those shouldn't be done until it's safe to turn on and troubleshoot. As mentioned above it could also be due to thermal throttling so it just appears frozen. Rearranging your boot device priority (to begin the re-installation of the OS, as it sounds like you're booting into the existing install with a hardware profile for another motherboard?) will likely solve it.

Okay so here's an update.
I got a CPU cooler, installed it and now i'm running at a steady 46 degrees celsius.

I'm still having issues though regarding my mouse/keyboard not working. They work fine in the bios, but the will not work once the install screen comes up for Win7. Any idea what gives? I tried changing my boot priority so it boots from the cd automatically, but it didn't change anything. I'm really hoping I wont have to go pick up a ps/2 mouse/keyboard but i'm worried that this might be the case in which it will probably be even more time until I can get this thing up and running.

I just can't believe there would be a motherboard where you need a ps/2 mouse or keyboard to get the OS running.
