ASrock sky oc with i7-6700

I have an i7-6700 non k model. while fiddling with the bios on my Asrock z170M Extreme 4 i found an option that says "cpu mode: (options:Fastest Non Turbo Speed, Default, Turbo Only)" or something along the lines of "no turbo", "regular + turbo if needed" and "turbo all the time no problemo".

I turned the last option on ofcourse! Why not be able to run at the 3.9ghz all the time not just when it thinks i need it and it seems to working fine sometimes as it goes over 3.4ghz base frequency all the time. but i ran online stress test and the cpu load at 99% it will hover at 3.6ghz and never hit the max 3.9. Durring stress tests cpu maxed out at about 45 degrees C with my cryorig H7.

So here are my questions.

1) my mobo has sky oc. i havent updated the bios just in case, everything works fine and dandy. can i use sky oc to allow the cpu to work like a 6700k and go over 4ghz? if i can do so, what are the risks and necessary precautions i should take before doing so (some say take GPU out, mine is an 8gb rx 480).
2) has anyone oc with sky oc? how does it work, i dont wanna go into the menu just in case it breaks something, ive heard it could damage other components (idk why if you dont apply settings?) What are the downsides to OC a stock 6700 even with a custom cooler? Is it worth it and is it safe? does it ruin the longevity of the cpu?

Thanks. The reason im asking this, is because i have done extensive research and every person gives me a different answer.

16GB Corsair Vengence LPX 2133mhz DDR4
Sapphire Nitro+ RX480 8GB (oc to 1400mhz core 2100mhz mem)
Asrock z170M Extreme 4
Corsair 650w semi modular PSU (80+ bronze)
Corsair cx300 m.2 SSD (in the m.2 slot) 275gb
LG 29" ultrawide

Don't use that.
3.4 is the normal speed 4.0 is the turbo speed when only using a single core of the processor the more cores that load up the lower the turbo speed because it dividing the max speed between more cores.

So pretty much at full load it wont go much higher than base frequency on all cores?
How about the BCLK overclock? worth it?
