GPU spins for a few seconds, then stops. All my other fans work.

So basically, everything works but the GPU stops after a few seconds, and I get some red lights (4), I have no clue what the issue is.
Motherboard- z170-a

Since your GPU has 3D Active Fan feature, fans doesn't have to spin all the time.

The semi-passive fans will remain off when the GPU is under a set loading or temperature for low power gaming. It allows gamers to enjoy gameplay in complete silence when the system is running light or idle.

My MSI GTX 1060 Gaming 3G has similar feature and it's called Zero Frozr. My GPU fans won't spin at all before GPU reaches 60 degrees Celsius.
Your GPU has similar feature. If you did install the Gigabyte OC Guru II utility then you can control the GPU fans manually. Just open up the program, locate the Fan area, click on settings and switch from Auto to Manual. From there...

If this is where it happens on the system is telling you there is insufficient power connected to the graphics card it`s self BroYouEven direct from the Psu of your system to the 12v Pci-e connectors of the graphics card.

Or that you have also failed to connect the eight pin 12v EPS power connector from the Psu to the Eps power connector block on your motherboard.

Both must be connected so check they are connected BroYouEven.

If you still get four red Led lights on the graphics card it`s self it will, or can mean that the power supply you currently have fitted in your system does not have enough power or wattage output to drive the Graphics card you placed in the Pci-e slot of the motherboard you have.

If you have just built the system, or added a newer graphics card then it is more likely linked to the fact you have not connected all of the power connections from the Psu to the card and the motherboard so you need to inspect both.

As far as GPU fans spinning for a second or two on boot up, the system just checks if the GPU fans do work or not.

Agreed. My MSI 1070 does the same thing. Fans spin at startup, but turn off after that. They only kick on if the GPU is very hot.
