High ping in gaming

Hi, I do not know a lot about networking at all. It is my weak side of computers. The problem is that when I am playing rocket league, my ping is very high to the point where it is not even play able. I looked at other forums and that did not help. I have tried allowing it through the firewall and I have tried doing the cashe thing in steam. That did not work. I have used cmd according to another post forum on here and pinged yahoo.com. I do not know what else to do. I am on a public network at my college. Anyways, here is a picture of my ping results. I do not know what they mean as I know nothing about networking side of computers. I heard other forums talk about ISP? What is ISP? How do I contact ISP if it is ISP? How do I know if it is ISP?

That ping you did is good.
You average 36 milliseconds, which is 36/1000th of a second !
There's 2 possibilities that I can think of..
1) When your ingame ping is bad (btw..what pings are you getting ingame?), Alt/Tab out and do a ping test again. It'd be informative to know for sure your game ping is bad, and your ping test is good.
2) Your college connection may be throttling certain gaming ports on their end..make friends with the network admins!

Also, what is the Steam Cache thing you did?

Ok, so yes my ping is bad while I am gaming. While I am gaming I get about 400-700 ping around there. About steam, I opened steam and right clicked on my game and went to properties. Then I went to local file. Then I clicked verify integrity of game cashe. I did the test again and here are the results.
