Need Help With Heat Issues

So i've thought of just about everything i can to fix this issue, and by all means it seems my PC SHOULDN'T be overheating, but it still is. All fans are blowing in the same direction, there's nearly no wires on the side of my PC with the parts, i have one of the most recommeded heatsinks i've seen for my Processor.

PC Specs:
Motherboard: ASUS M5A97+ ATX
RAM: 16GB HyperX Fury 240-Pin DDR3 1333
SSD: Sandisk SSD+ 2.5" 240GB SATA
Harddrive: Western Digital Blue 1TB 7200 RPM
CPU: SMD FX-8350 Vishera Black Edition
GPU: MSi GeForce GTX 960 4GB
PSU: EVGA Supernova 650W 80+ Gold Fully Modular
Case: Fractal Design Define R5 Blackout Window ATX
Heatsink: Hyper 212 EVO (2 fans attached)
OS: Windows 10 Home 64-bit

I can't think of any more ways to fix the issue, one of my friends suggested i get a Corsair Hydro Series H90 140mm, another suggested i just get an Intel I7 CPU and a fitting Motherboard, but i'd rather not spend more money than i need to. Any answer is appreciated, thanks!

Solution
the fans can stop when there is no load (and GPU is cold - they spin up under load).
there are few options (or any combination of the below):
1. there is not enough airflow in the case - not probable, but easy to test. just play with side panel open. if temps are going below 80, you need more case fans.
2. The GPU cooler is dirty - blocked by dust/hair/fur and other dirt. remove the card from computer and inspect the fins under fans/shroud. use compressed air to clean if needed.
3. somehow, you overclocked your card and pushing to much voltage - check the in game GPU voltage values.
4. the cooler on GPU is not mounted correctly or the TIM just dried. need to remove the card, disassemble the cooler, clean the thermal paste from both the...

Not sure of room temp. but it's generally a bit chilly as it's winter time, CPU is averaging 23 - 25 Celsius, GPU is averaging 35 Celsius. However the CPU temp seems to just spike to where my heatsink isn't sufficient when playing games like Rainbow Six Siege, Fallout 4, CS:GO, Subnautica, and even Unturned. The last two of which not really being very demanding in my opinion. House was built in the 50's btw, which is why there's not a thermometer in my room much less a temp. control. 4 Fans btw, 1 on front grill, 1 on back grill, 2 attached to Heatsink, all of which blowing towards the back of my case.

I'm not sure, i don't have 2 monitors and i generally dislike alt+tabbing constantly in a game so i haven't a clue.

I'm not sure how to get averages from HWMonitor for heat.

GPU was around 95 Celsius, CPU was around 45 Celsius i believe, but that was on one of the games it's not very intensive on, i'll try Unturned here in a few minutes.

Okay so i just checked that stuff, and the GPU fans aren't working, but everything's plugged in, how do i fix that?

EDIT: I made it where the fans are always on now, but the temp is still going really high D:
