CPU and front case fan speed's at 100% Also minor fps increase with new GPU

Hi, I just switched my GTX 960 to a 1070. I pulled apart my PC in order to clean it and put everything back together. However now my PC's fans are running at full speed and it is extremely annoying. I was wondering if maybe it is something to do with the graphics card, or maybe I have plugged the fans into the wrong place on the motherboard.

Case: Corsair Spec 01
Motherboard: GA-H170-HD3
CPU: i5 6600k
PSU: Corsair VS650

EDIT: Just tested BF1 everything on low at 1080p and got 130 fps, is this whats expected or is there something wrong. Tested CSGO everything max and only had a 30 fps boost from my 960 to 1070.

Well are you case fans 3 or 4 pin? You may have connected the 4 pin ona three pin cable and thus that will make the fans always speed at 100%.
It usually happens when, for some reason, you dont have any other connectors for the fans on your motherboard and you connect them directly to the power supply.

What I recommend is:

1- double check to see if you didnt connect the fans to the power supply by mistake;
2- maybe some configurations in the bios got messed up because of the new hardware (this happens some times) reboot your pc and go into the bios and check all settings for fans, or just reset all settings to their default.
3- if the step above doesnt work just open your case and with the power off pop-up the BIOS battery thus...

Im leaning more to a connection that you made or a bios setting.

Do you by any chance have any overclocking utilities lile revo tuner, precision x, msi afterburner that are capable of controll the pc fan speeds?
If so also try to unninstall those before you go to your bios.

Ps: cs go is cpu bounded so it directly depends more on your cpu power than gpu power per say.
Thar 30 FPS boost is understandable because of your cpu.
